Government | Africa Chooses Chainway Handheld Readers

West African Examination Council (WAEC) holds unified examination annually within its member countries, namely, Nigeria, Ghana, Senegal, Liberia and Sierra Leone. Every spring and summer, millions of candidates take exam in thousands of test centers across Nigeria. 

Students used to register for their exams online in advance, and upload photos of themselves. On the exam day, they took a paper version of their registration, which includes their photo and personal information, to get manually validated by exam supervisors. This historical method is time-consuming and susceptible to fraud. Also, the system could not generate a report of who had taken which exam. 

Facing these challenges, WAEC is eager to improve the situation. Chainway helped WAEC out in the mobile student ID program to eliminate exam fraud and schedule test. 

Now, each student registers online to fill in his / her name, school, date of birth, subject test interests and upload a photograph. Such information is gathered in the Candidates Identity Verification, Attendance, MalPractice and Post Examinations Management System (CIVAMPEMS) for future test administration. An identity card is then issued to every test taker. It contains a passive RFID inlay, which is encoded with data about the student’s profile, photo and a unique ID number. That information is also stored in the CIVAMPEMS software. 

On the exam day, students present their ID cards to staff members at test sites. More than 15,000 Chainway handheld RFID readers are used to read all the 2.2 million ID cards. Staff compare students’ photo and other data encoded to the card on the handheld reader, with their physical appearance and the image and text printed on the card's front. Visual identification and embedded technologies which are invisible to the naked eye have been incorporated together to verify if a student is a fraudulent test taker or not. 

Chainway handheld RFID reader forwards each card’s data back to the CIVAMPEMS system in real time via GPRS cellular transmission. WAEC thereby knows who has arrived for which exam, and at what time and location. With such data, the agency can better organize future test-taking locations and frequency for each school or geographic area. 

If the staff find out identity fraud, cheating or any other fraudulent activities during testing, they can record the student’s ID number with RFID reader and press a prompt of malpractice.

This mobile student ID program allows secure and accurate identification and authentication as well as real-time access to critical data. WAEC has established a biometric database for further analysis and management. This database can also be a great reference to other agencies and departments in the need of identifying students.
